 | As U.S. law enforcement leaders review their policies and address the issue of community trust, some agencies are taking proactive steps to improve police-community relations. Among them is the Salinas California Police Department, whose chief requested participation in the COPS Office Collaborative Reform Initiative for Technical Assistance (CRI-TA). A nonadversarial but rigorous process, CRI-TA requires an assessment of a police department's key operational areas. By identifying issues that affect public trust, agency effectiveness, and officer safety, CRI-TA helps agencies to develop long-term strategies for sustainable, positive change. The COPS Office, a CRI-TA technical assistance team, and the Salinas Police Department worked together to assess the department's policies and operations in areas such as internal and external communications, training, use of force, and community engagement.
